Denis Guindon

Founder and Senior Executive

Denis Guindon is a highly experienced senior aviation executive with over four decades of leadership in aviation safety, regulatory oversight, and institutional development. He has led major international initiatives, managed complex safety audits, and supported national authorities in building long-term regulatory capacity. Denis has worked extensively with civil aviation authorities, regional organizations, and global institutions, including the International Civil Aviation Organization (ICAO).

From 2018 to 2024, he served as Deputy Director for Monitoring, Analysis, and Coordination within ICAO’s Universal Safety Oversight Audit Programme (USOAP), where he oversaw global audit activities in more than 190 countries. He also contributed to the advancement of Regional Safety Oversight Organizations (RSOOs) and Regional Accident Investigation Organizations (RAIOs). Between 2021 and 2022, Denis was appointed Acting Regional Director of ICAO’s Europe and North Atlantic (EURNAT) Office in Paris, leading operations and supporting 54 ICAO Member States.

Previously, Denis held executive roles at Transport Canada, including Director General of Civil Aviation for Safety Oversight and Transformation (2015–2018), where he managed national certification and surveillance with over 1,200 personnel and an annual budget of nearly $140 million. He also directed national operations overseeing major airlines and air navigation services.

Earlier in his career, Denis served in executive flight operations and training roles, including as a check pilot and aircraft commander on Bombardier, Airbus, and Boeing aircraft. He holds a Master’s in Public Administration and professional certifications in ISO 9001 auditing and project management (PMP).

Denis is known for his leadership in regulatory system strengthening, organizational development, and aviation safety service delivery. He brings particular expertise in audit readiness, institutional capacity building, and managing complex change in partnership with civil aviation authorities. He is available for international consulting engagements focused on technical cooperation, regulatory transformation, and sustainable organizational improvements.

Adel is a senior aviation professional with nearly 40 years of international experience in aviation safety oversight, regulatory development, and infrastructure modernization. His career includes 25 years of distinguished service with the International Civil Aviation Organization (ICAO), where he played a central role in advancing global oversight methodologies, training, and institutional capacity building.

He has served as a safety inspector, technical auditor, and team leader for complex oversight missions. Adel has participated in more than 40 ICAO Universal Safety Oversight Audit Programme (USOAP) activities, nearly half of them as Team Leader. His portfolio spans multiple regions and includes audit leadership in the areas of Aerodromes (AGA), Legal Frameworks (LEG), and Organization (ORG), providing him with a comprehensive perspective on the challenges faced by civil aviation authorities.

Adel is also an ICAO-certified instructor and course developer, having designed and delivered audit preparation and oversight training programs for regulators worldwide. He was mandated by ICAO to lead the development of specialized training courses for both ICAO auditors and State safety inspectors and has delivered these programs across a wide range of geopolitical and regulatory environments.

With an academic foundation in engineering and advanced education from globally recognized institutions, Adel has led the development of standard operating procedures, risk-based oversight approaches, and quality assurance systems tailored to national and regional needs. These initiatives have contributed to measurable improvements in oversight effectiveness and aviation safety outcomes.

In addition to his technical expertise, Adel brings strong intercultural communication skills, having worked directly with civil aviation authorities in more than 60 countries across North America, the Pacific, Europe, the Middle East, Africa, and Asia. His engagements have included audit preparation, institutional strengthening, and direct coaching of inspectorates and regulatory leaders.

Adel’s combination of strategic insight, technical expertise, and instructional leadership has made him a trusted advisor to States seeking to strengthen their oversight systems and prepare for ICAO USOAP audits within an evolving international regulatory environment.

Albano began his career as an Air Traffic Controller in the Portuguese Air Force, advancing to senior operational and command positions before transitioning to the Portuguese Civil Aviation Authority (ANAC) as a senior inspector and ATM/ANS policy specialist. There, he was responsible for regulatory compliance, licensing, and safety management integration, developing inspection frameworks and leading oversight activities. His inspector credentials were reinforced through service as an EASA-standardization inspector and ICAO USOAP coordinator, where he led audits, prepared States for validation missions, and developed corrective action plans consistent with ICAO Standards and Recommended Practices (SARPs).

In his executive capacity as CEO of NAV Portugal, Albano successfully guided the organization through strategic modernization initiatives, including its integration into the COOPANS Alliance. He represented Portugal and NAV at EUROCONTROL, CANSO, and multiple global aviation forums, building partnerships and advancing collaborative solutions at the regional and international levels. As Portugal’s State Liaison Officer to EUROCONTROL, he strengthened pan-European coordination and operational harmonization.

From 2019 to 2023, Albano served on the ICAO Air Navigation Commission, where he chaired working groups, steered the development of SARPs across multiple Annexes, and influenced global policy in air navigation systems and safety oversight. More recently, he has supported a Gulf State civil aviation authority as senior ANS inspector and technical advisor, focusing on regulatory modernization, inspection readiness, and targeted audit preparation in support of ICAO USOAP objectives.

With proven expertise spanning operational oversight, executive governance, and international policy development, Albano offers a wide strategic spectrum that aligns directly with Planet Aerodyne’s mandate. His ability to move seamlessly from high-level negotiations to hands-on audit leadership ensures impactful results in advancing safety, compliance, and regulatory modernization worldwide.

John is a certified ICAO USOAP auditor in the Airworthiness domain and has contributed to international audit and technical assistance missions in Qatar, Bermuda, Cyprus, Haiti, Brazil, and Taiwan. His work has included oversight readiness, corrective action planning, and instructional development, further reinforcing his reputation as a global expert in safety audits and regulatory compliance.

In recent years, John has continued his contributions to global aviation through the development and the delivery of inspector training programs for civil aviation authorities worldwide—including the Airworthiness Inspector’s Initial Course delivered via IATA for Afghanistan’s CAA.

John holds an Aircraft Maintenance Engineer (AME M1) license from Transport Canada, a Diploma in Aircraft Maintenance from the British Columbia Institute of Technology. His expertise spans safety oversight systems, quality assurance, team leadership, and instructor development.

With strong communication skills and an unwavering commitment to aviation safety, John Glavind serves as a key member of Planet Aerodyne’s expert team, supporting States and organizations in advancing compliance and performance in airworthiness and maintenance oversight.

Cristian Paul Olinescu

Consultant – Aviation Safety, Personnel Licensing and Aircraft Operations

Cristian Paul Olinescu is an accomplished aviation safety expert with nearly four decades of progressive experience in regulatory oversight, personnel licensing, aircraft operations, and international safety auditing. 

His distinguished career includes senior leadership roles in the Romanian Civil Aeronautical Authority, extensive collaboration with the European Union Aviation Safety Agency (EASA), and longstanding service as an ICAO USOAP/CMA auditor. From 1994 to 2022, Cristian advanced through key positions within Romania’s civil aviation administration, culminating as Director of the Air Operations and Personnel Licensing Directorate. In these capacities, he coordinated certification and oversight of air operators, training organizations, and licensing processes for all categories of aviation personnel, ensuring compliance with ICAO SARPs, EASA regulations, and European Commission safety requirements. He also served as Romania’s National Standardization Coordinator for EASA inspections and represented the State in multiple international working groups of EASA and EUROCONTROL. 

Cristian’s audit expertise is internationally recognized. Since 2008, he has served as an ICAO USOAP/CMA auditor in Personnel Licensing (PEL) and Aircraft Operations (OPS), participating in approximately 60 audits, ICVMs, and related missions across Europe, Africa, and Asia. As a JAA/EASA Licensing Standardization Inspector since 2004, he has carried out numerous standardization inspections, European Commission safety missions, and technical assistance projects in both EU and non-EU States. 

From 2023 to 2025, Cristian was Technical Adviser to the Governor of the Hellenic Civil Aviation Authority (HCAA), leading OPS and PEL functions, advising on strategic oversight improvements, and delivering targeted training to regulatory staff. Since April 2025, he has been active as an independent safety consultant, supporting States in ICAO USOAP preparation, European Commission inspections, and targeted capacity-building in PEL, OPS, LEG, and ORG. 

Cristian’s deep institutional knowledge, hands-on regulatory leadership, and proven audit experience make him an invaluable asset to Planet Aerodyne’s mission of strengthening State safety oversight capabilities and preparing for ICAO and regional audits.

Consultant–Aviation safety, accident and incident investigation

Beverley Harvey is an aviation safety professional with extensive experience in accident and incident investigation, international cooperation, and regulatory oversight. Since 2008, she has served with the Transportation Safety Board of Canada (TSB) as Investigator for International Operations and Major Investigations, where she has acted as Investigator-in-Charge and contributed to largescale and complex international investigations. Her long service with TSB also included developing training material for investigators, updating operational manuals, and mentoring new staff.

Building on this foundation, Beverley expanded her contribution to international oversight by qualifying as an ICAO Universal Safety Oversight Audit Programme (USOAP) auditor in the Accident and Incident Investigation (AIG) domain. While her primary expertise remains with TSB, this role reflects her capacity to apply investigation experience within the ICAO audit framework and to support States in strengthening compliance with international standards.
